and functions of these institutions. This constitutional provision ensures

Urban Local
Bodies (ULBs): Part IXA of the Constitution deals with municipalities in urban
areas. It provides for the establishment of urban local bodies and devolution
of powers to them. Articles 243P to 243ZG outline the structure, composition,
and powers of these bodies. Just like PRIs, this constitutional provision
ensures decentralization in urban governance, allowing for local issues to be
addressed effectively.
Finance
Commission: The Constitution mandates the establishment of a Finance Commission
(Article 280) to recommend the distribution of financial resources between the
central and state governments. The Finance Commission also recommends
grants-in-aid to local bodies. This ensures fiscal decentralization by
providing adequate financial resources to local bodies for effective
functioning.
Fundamental
Rights and Directive Principles: While not directly related to decentralization,
the Fundamental Rights (Part III) and Directive Principles of State Policy
(Part IV) of the Constitution play an important role in ensuring
decentralization. Fundamental Rights guarantee certain freedoms and protections
to individuals, including the right to participate in local governance.
Directive Principles guide the state in establishing a decentralized system of
governance based on democratic principles and social justice.
